This type of puzzle is called a 3x3 magic square... dates back to 1000BC in China - and is also called a Lo Shu Square... Legend has it that there was a giant flood... and people began to offer sacrifices to the god of the flooding river to calm his anger. A magic turtle appeared from the water with the Lo Shu pattern on its shell.

The river god didn't accept the sacrifice until they solved the puzzle and realized how much sacrifice to make.

This was an entartaining post!
I think that this is some sort of campaign from someone looking for a job. We have recieved similar stuff here at farfar in the past. This was one of the fun ones:

It was a follow up to this video about Farfar losing a gold lion at Cannes :)

They are usually followed up with more info.. Maybe on how to use the number 15.

intrigued. i got one of these letter today (on the 15th)...anyone that can read the latin on the front? to faint to read on my one.
