What IS it?

Does anybody know what this is? It was found in an old piece of furniture, possibly of Indonesian origin. It's pretty cool, but what IS it? Any ideas? :-)

Whoa, some sort of clasp that held various cords in place that merged over it. I want to say Asian, the crown on top of the animal's head isn't super Mayan looking to my totally untrained eye. Neither is the crescent moon, maybe northern african?

It's a bit of a puzzle isn't it! Yes, it does look as if cords should be threaded through those loops. :-)
